University entrance. Foreign students wishing to enter establishments of higher education in the Russian Federation must have completed a full course of secondary education which may last from three to six years, not counting a year of preparatory course. The higher education structure in the Russian Federation consists of a succession of educational and vocational programmes on three levels differing in content and length. The first degree course consists of educational and vocational programmes providing courses in all fields of science, technology and culture. On completion of these courses, which last a minimum of four years, students receive a Bachelor’s degree. The first level educational and vocational programmes include a two-year course which follows the syllabuses of the Bachelor’s course and offer as much vocational training as is provided for specialists with secondary vocational education. This type of course commonly lasts from three to three and a half years. The third level educational and vocational programmes aim to train specialists able to operate as independent creative workers. Educational and vocational programmes for students with a Bachelor’s degree may lead either to a Master of Science or to a graduate specialist certificate. Candidates can be accepted for post-graduate work at Russian establishments of higher education and research institutes if they have an M.Sc. or M.A. degree and postgraduate experience of practical work in their chosen special field of not less than two years, or if they have published in scientific journals. Postgraduate studies last for three years and candidates without Russian are offered up to one further year for the study of the language. Foreign nationals entering establishments of higher education under intergovernmental agreements should not be older than 28 or, in the case of post-graduate studies, 35.
